Citizens for Georgetown is a coalition of residents, business owners, and community leaders working to bring new life to Georgetown’s historic waterfront through the thoughtful redevelopment of the former International Paper and Liberty Steel properties.
For decades, these industrial sites employed many Georgetown residents. Now, Georgetown stands at a crossroads -- we can continue to use these properties for heavy industry or, with smart planning and a vision for the future, we can turn these former heavy industrial sites into a new future for Georgetown.
Our mission is simple: push for a waterfront that works for Georgetown. That means more public access, stronger infrastructure, economic development rooted in local benefit, and a plan that reflects the unique character and needs of our community.

Tom Swatzel is the chairman of Citizens for Georgetown, a coalition of residents, business owners, and community leaders advocating for the thoughtful redevelopment of Georgetown’s historic waterfront.
A former member of Georgetown County Council and past chairman of the Georgetown County Republican Party, Tom has spent decades working to promote fiscal responsibility, government transparency, and policies that reflect the values of local residents. A retired charter fishing captain, his experience on the water and in public service gives him a clear perspective on what’s needed to move Georgetown forward.
As chairman of Citizens for Georgetown, Tom is leading efforts to ensure the redevelopment of these sites delivers real, lasting benefits for the people of Georgetown County—preserving its character while building a stronger future.
